I'm generally looking to do this on an 1.16.5 forge server (not on the tag list for some reason) but if there is a way to do so in another version it will be nice too.

Mar 7, 2013 · For forge mods it's actually pretty easy. Download the minecraftserver.jar instead of the .exe from minecraft.net, add forge universal too it as you would if it was your minecraft.jar and run it, then just drag and drop into the newly generated mods folder.
