Forms on the front, or face, of a curb shall not be removed in less than one hour nor more than four hours after concrete has been placed. Side forms for sidewalks, gutter depressions and driveways shall not be removed in less than 12 hours after finishing has been completed to the exposed surfaces.

Back of curb is an industry standard because that's where they're placing the form boards for curb with gutter. Lots of construction folks have their own way of doing things, but layout to the face creates an extra step where you have to measure "back" to actually place the form if you're going off the layout stake.
