Because water is liquid at much too high a temperature. Helium is only superfluid near absolute zero. To have a superfluid, you need the quantum wavelength of the atoms given the environmental decoherence to be longer than the separation between the atoms, so they can coherently come together.

In an ordinary liquid such as water, the thermal disorder ensures that the atoms (or molecules) are distributed over the different (quantized) states available to them in such a way that the average velocity is not quantized; thus, when the container rotates and the liquid is given sufficient time to come into equilibrium, it rotates along with the container in accordance with everyday experience.

In fact, it flows so easily that friction does not change the way it flows; it has zero viscosity. Because of this, it can actually flow out of a container, like a bowl, even when the bowl is not tipped so the liquid can spill out. It stays still when its container is spun, instead of starting a whirlpool like when a sink full of water is drained.
