    When were penalty shootouts first introduced? Penalty shootouts were first introduced by FIFA and the International Football Association Board in 1970.
    But it hasn’t always been that way. After years of replays and lots being drawn to decide cup ties, the penalty shoot-out was adopted by the International Football Association Board (IFAB) as a method of settling stalemates in 1970. Twelve years later and it was in use at the World Cup for the first time.
    The penalty shootout format was only adopted in 1970 and did not reach the World Cup until the semi-final of Spain 1982 when West Germany knocked out France 5-4.
    With Michael Almog, who later served as the IFA president, and Koe Ewe Teik, a member of the referee's committee from the Malaysian FA, backing Dagan’s proposal, the International Football Association Board (IFAB), football’s official law-making body, officially adopted penalty shootout in the game in 1970.
