During a shoot-out, players other than the kicker and the goalkeepers must remain in the centre circle. [ 1 ] The kicking team's goalkeeper stands at the intersection of the goal line and the line marking the penalty area (16.5 m/18 yards) near one of the assistant referees.

Even the goalkeeper can take penalty kicks. If a team takes an unassailable lead during the initial series of five kicks, it wins the match. However, if the teams are still level after the five kicks, the sudden death phase of the penalty shootout kicks in.

A goalkeeper who is ill/injured before or during penalties can be substituted if their team has not used all their substitutes or they have a player who was excluded to make the number of players in each team equal. If there are no excluded players and all the substitutes have been used, one of the on-field players must replace the goalkeeper.

Goalkeepers are allowed to take penalties, even if Kepa might regret that rule. Teams take penalties one after the other and are allocated five kicks each, with the identity of the takers given to the officials before the shootout starts.
