Put your string in single-quotes so that PowerShell doesn't try to expand any variables in it e.g.:
<property name="$($settings.elementName)" value='${valueThatIsSubstitutedAtRuntime}' />Then you can use $ExecutionContext.InvokeCommand.ExpandString(...) to expand the string at runtime e.g.:
