  1. Civil parishes gained legal functions in 1845 when parochial boards were established to administer the poor law. Their local government functions were abolished in 1930 with their powers transferred to county or burgh councils. Since 1975, they have been superseded as the smallest unit of local administration in Scotland by community councils.

    From 1845 to 1930, civil parishes formed part of Scotland’s local government system. The parishes, which had their origins in the ecclesiastical parishes of the Church of Scotland, often overlapped the then existing county boundaries, largely because they reflected earlier territorial divisions.

    The civil parish, or 'quoad civilia' parish was defined as "an area for which a separate poor rate is or can be made" (Interpretation Act, 1889), and was shown on Ordnance Survey maps. Their important local government role was confirmed by the Local Government (Scotland) Act 1894 and they were not abolished as local government units until 1975.

    Civil parishes in Scotland were abolished for local government purposes by the Local Government (Scotland) Act 1929; the Scottish equivalent of English civil parishes are the community council areas established by the Local Government (Scotland) Act 1973, which have fewer powers than their English and Welsh counterparts.
