To design bag toppers, use the 22801 templates in Avery Design & Print Online. To edit the backside of the printable bag topper you will use the Sheet Navigator on the right side of the customize screen. You would click into the other portion of the bag topper on that sheet. This will allow you to edit the backside. See image below:
