To enable Num Lock at startup, set the value data to "2." To disable Num Lock at startup, set the value data to "0." Click "OK" to save the changes. Close the Registry Editor. After making these changes, Windows 11 will enable or disable the Num Lock key at startup according to your configuration.

You can start by disabling Fast Startup in the Power options to enable Num Lock at the Startup, enable Num Lock by tweaking Registry settings, or run the Num Lock script at the Startup. These three methods will help you turn on Num Lock by default on the Startup in Windows 11.

While on Lock Screen, press the NumLock key on your keyboard to enable it. Reboot the system from the power button on the Lock Screen. When you turn on your system once again the NumLock should be enabled.

To set Numlock to be on every time you start the computer, double click InitialKeyboardIndicators, change the value data to 2, and click OK. Repeat this process for the other user entries in your registry (unfortunately, you'll have to do it manually for each one).
