Captioned phones are provided for free through a program funded by the FCC called the Intrastate Telecommunications Relay Services program. The program is available in all 50 states, the District of Columbia, Puerto Rico and all other U.S. territories. It can be used for local, long distance and international calls.

CapTel phones and the captioning service are provided at no cost to people with hearing loss through a federally administered program that, per the Americans with Disabilities Act, helps ensure people with hearing loss have equal access to telecommunications services.

Free caption phone for the hearing impaired is available for qualified U.S. residents whose hearing loss requires captions to communicate over the phone. Free caption phones are available on landlines with an easy-to-use touchscreen display or on cell/mobile phones, tablets, or internet phones.
