  1. The English founded their first permanent settlement on the continent at Jamestown, Virginia, in 1607. In 1619 the people of Virginia organized the first representative assembly in America. This was the House of Burgesses (or citizens). The second English colony to be established in America was Plymouth. It was founded by the Pilgrims in 1620.
