Exempt shops, with the exception of independent retail shops, have unrestricted trading hours and may trade on Anzac Day, and non-exempt shops must remain closed on Anzac Day. However, independent retail shops must remain closed until 1pm on Anzac Day, unless they are predominantly food or grocery stores that can trade without restrictions.

"We have three circumstances where shops can open on restricted trading days like Anzac Day," Humphries said. "Shops are allowed to open if they're classed as an essential shop or business permitted to trade, if they have an area exemption, and finally where councils might put local policies in place within their area.

Independent retail shops must remain closed until 1pm on Anzac Day, except if they are a predominantly food and/or grocery store, which can trade without restriction. In NSW, Victoria and Queensland, businesses cannot open on Anzac Day until 1pm. Exempted shops include chemists, petrol stations and convenience stores, but small businesses normally remain closed until 1pm.
